PAMELA A. MARSH
Pam first entered private practice with current Vermont State Representative Betty Nuovo in 1983, forming the firm of Nuovo and Marsh. She came to private practice after acquainting herself with litigation and the Vermont court system as the judicial law clerk for the southern counties of Windham, Windsor, Bennington and Rutland. Pam then spent three years with the Developmental Disabilities Law Project of Vermont Legal Aid at the Brandon Training School. Today, Pam fills in occasionally as the judge in both Addison Criminal Court and Family Court. Since 1992, she has been the Juvenile Public Defender, representing hundreds of children in Addison County.
A graduate of Middlebury College and Harvard Law School, Pam earned a certificate from the Pushkin Institute in Moscow, in the former Soviet Union. Pam currently serves as selectman, justice of the peace, moderator for the local Union High School District, and as a Library Trustee for the town of New Haven. In the past, she was a founding member of the Board of Directors of Otter Creek Child Center; member and chair of the Bridge School advisory Board; President, Secretary and member of the Gailer School. Pam also has contributed to the well being of many community youths as a licensed foster parent for the State of Vermont. Presently Pam is chair of the Juvenile Law Committee of the Vermont Bar Association, a member of the Permanency Planning Committee, and an active member of the Vermont Karelia Rule of Law Project.
Her most recent awards include the 2005 “Women Who Make a Difference Award” from WomenSafe and the 2004 Vermont Bar Association President’s Award.
JENNIFER L. WAGNER
A graduate of Northeastern University School of Law in Boston, Massachusetts, Jennifer returned to Vermont in 1996. While at Northeastern, Jennifer received professional training through internships as a law clerk to Justice Denise Johnson of the Vermont Supreme Court, a legal assistant to the Vermont Agency of Natural Resources, an advocate in the Mental Health Law Project of Vermont Legal Aid, and as legal assistant at Schoenberg and Associates (now the Schoenberg Group of Downs, Rachlin & Martin in Burlington, Vermont). Jennifer spent four years learning the intricacies of litigation and the Vermont court system as law clerk for the judges of the Superior, Criminal and Family Courts of Rutland, Vermont.
Jennifer has been a partner since 2002. Currently Jennifer serves on the board of the Vermont Bar Foundation as secretary, and as a chair of the Grant and Publicity Committees. The Vermont Bar Foundation is a non-profit organization dedicated to funding legal services for needy Vermonters. She is also a Board Member of the Maiden Vermont Chorus, Inc., a non-profit women’s barbershop chorus located in Addison County.
One of our office dogs, Zöe, happily accompanies Jennifer to work once a week.
MICHAEL S. WINTERS
As a graduate of Vermont Law School in South Royalton, Vermont, Michael first gained professional experience acting as a law clerk for the Act 250 Environmental Board and then for the Consumer Protection and Antitrust Divisions of the Office of the Attorney General of Vermont. Upon earning the degrees of Juris Doctor and Master of Studies in Environmental Law, and prior to joining Marsh & Wagner, P.C., Michael practiced for the past several years primarily real estate and land use law for Tallman Law Associates, P.C. in Randolph, Rutland and Barre, Vermont. Michael became a partner at Marsh Wagner & Winters in 2008.

CAROL VOLK
One of the first people you will meet when you walk in the door is Carol Volk. Carol has been a very important part of Marsh Wagner & Winters since 1997. Prior to joining our team, Carol owned her own bakery business, worked as a Town Clerk for Waltham, and managed her husband’s two businesses. Carol still manages one of those businesses.
DEBBIE DINGLER
Debbie joined Marsh Wagner and Winters in September of 2006 after spending ten years as secretary to local attorney Robert Keiner. Debbie also works part-time for Rod Cousino Insurance Company. Debbie is currently dividing her time between these two positions.
